Our Infrastructure Advisory (IA) team is looking to hire a consultant with 2-3 years of professional experience in advising government and private sector clients on economic analysis and modelling. Having experience working on major infrastructure transactions will be considered as a plus.
Background to the IA team
The candidate will be joining the IA team in Hong Kong, supporting clients from initial analysis and project evaluation through to procurement, financial close, construction and operations under two workstreams of services:
- Project, Programme and Portfolio Management (P3M)
- Transactions, Economics and Finance (TEF)
We are seeking a candidate to join our IA team primarily within the TEF workstream and with a focus on economics, delivering consultancy services related to cost-benefit-analysis, economic impact assessments, economic appraisal, socio-economic impact assessment models, and other economic analysis and modelling. You will also get the exposure to other TEF projects, such as Public-Private-Partnership (PPP) strategies and deal-specific advisory work (project financing, M&A).
Our diverse client portfolio will enhance your skills in economic and financial analysis, relationship management, challenging assumptions, and formulating actionable strategies. We deliver solutions across several key industry sectors such as Transport, Logistics, Power and Utilities, Healthcare and Social Infrastructure. Our project and client coverage spans beyond Hong Kong to Mainland China and South-East Asia region.
This role is based in Hong Kong, and the successful candidate may be required to travel depending on client need.
Your key responsibilities
- Develop and maintain Cost-Benefit Analysis (CBA) models for major infrastructure, transport, utilities, energy, and urban development projects.
- Lead and/or support the quantification of socio-economic benefits, including travel time savings, productivity impacts, environmental benefits, safety improvements, accessibility outcomes, and wider community benefits.
- Prepare Economic Impact Assessments (EIAs), including direct, indirect, and induced economic impacts using input-output modelling and wider economic frameworks.
- Undertake economic appraisal, investment evaluation, value-for-money assessments, and business case development for public and private sector clients.
- Develop economic and financial models to assess project viability, economic impacts, and strategic investment outcomes.
- Conduct economic, market, demographic, and policy analysis to support infrastructure planning and investment decisions.
- Undertake benchmarking studies and review international best practice to inform policy and investment recommendations.
- Prepare high-quality reports, presentations, and client-ready deliverables that communicate complex analytical findings in a clear and concise manner.
- Support stakeholder engagement with government agencies, project sponsors, investors, and other key stakeholders.
- Assist in the preparation of proposals, thought leadership, and business development activities.
Skills and experience
We are seeking candidates with professional experience and competency in the following areas:
- 2-3 years' experience in economics, infrastructure advisory, transport economics, public policy, urban economics, consulting, or a related field.
- Demonstrated experience developing Cost-Benefit Analysis, economic appraisal, or socio-economic impact assessment models.
- Experience preparing Economic Impact Assessments, including the use of Input-Output models, multipliers, national accounts data, or similar economic modelling techniques.
- Strong quantitative, analytical, and problem-solving skills.
- Experience working on infrastructure, transport, energy, utilities, water, urban development, social infrastructure, or government-related projects.
- Strong Excel modelling capability and ability to work with large datasets.
- Excellent report writing, communication, and presentation skills.
- Ability to manage multiple workstreams and work effectively in a client-facing environment.
- Experience engaging with government stakeholders and public-sector clients is highly desirable
- Fluent in English. Chinese will be considered as a plus
